# 1  Improves Focus and Learning: Stepping away from screens reduces distractions, helping students stay engaged in class, retain more information, and perform better academically. 

# 2 Supports Mental and Emotional Health: Constant notifications and screen time can increase stress and anxiety. Disconnecting allows time to rest, reflection, and emotional reset, which promotes healthier habits and better sleep.

#3 Builds Stronger Relationships: Taking a break from screens encourages more face-to-face interaction with family, friends, and teachers - helping to strengthen communication skills and meaningful connections. 

The Bellflower Unified School District Board of Education has approved Board Policy 5131.8 in alignment with State Legislation AB 272 and AB 3216 to limit or prohibit the use of mobile communication device by students while at school or while students are under the supervision and control of an employee or employees of the school district. There is growing evidence that unrestricted use of smartphones by pupils at elementary and secondary schools during the school day interferes with the educational mission of the schools, as a negative effect on students’ academic performance and mental health. The Board of Education values a school environment that promotes learning, connection, and well-being. While mobile communication devices offer convenience and benefits, the way they are used on campus should enhance, not detract from, students’ educational experience and social interactions. This policy encourages students to use their devices responsibly, with a focus on fostering in-person connections and reducing the negative effects of inappropriate use and distraction.

Elementary Level

Mobile devices must be stored out of sight, turned off or on silent with notifications disabled, for the entire instructional day or while participating in school activities. Students may not use or display mobile devices on campus. Inappropriate use of cell phones will be considered a violation of school rules and appropriate consequences will be issued.

Elementary Policy Details

Secondary Level 

Mobile devices may only be used during designated non-instructional times, such as before/after school, snack, lunch and breaks, as defined by the site principal or designee. During instructional periods, devices must remain stored out of sight turned off or on silent, with notifications disabled, to maintain a focused learning environment. Inappropriate use of cell phones will be considered a violation of school rules and appropriate consequences will be issued.

Secondary Policy Details

Bellflower Alternative Education Center:

Students must turn in mobile devices upon entering school. Mobile devices may only be used during designated non-instructional times as defined by the site principal or designee. During instructional periods, devices must remain turned off or on silent, with notifications disabled, to maintain a focused learning environment. Inappropriate use of cell phones will be considered a violation of school rules and appropriate consequences will be issued.

Exceptions 

Exceptions apply in emergencies, for medical needs, or when teachers/admins grant permission for learning purposes.

Under the following circumstances, students shall not be prohibited from utilizing cell phones:

  • In the case of an emergency or response to a perceived threat of danger.
  • When a teacher or administrator grants permission for a specific learning objective.
  • When a licensed physician or surgeon determines the possession or use is necessary for the student’s health and well-being. (ex. diabetic student with blood sugar monitoring app)
  • When the possession or use is required by the student’s IEP. Refer to your student’s school parent handbook for more information regarding mobile device usage at the school or school sanctioned events.
